Founded in 2011, Infrastructure Project Partners (IPP) is a specialist consultancy in infrastructure project delivery. We work with clients in fast-paced, hazardous and highly regulated industries, bringing clarity and confidence to complex programmes.


Based in the North West of the UK, we began with a simple vision: to cut through complexity and deliver projects in a no-nonsense, hands-on way. By embedding ourselves within client teams, we’ve built lasting partnerships and a reputation for practical, integrated support.

Our experience spans major utility infrastructure, nuclear decommissioning, defence, and new nuclear build projects. We’ve also applied this expertise across petrochemical, energy from waste, manufacturing and commercial construction - delivering success at every stage of the project lifecycle, from business case and tendering through to completion on site.

CASE STUDIES

Strategic Advisory – Due Diligence Support (£30bn+ Investment)
IPP consultants supported a major investment organisation with due diligence for a potential UK nuclear power project, working to a highly condensed timescale.

Our role included reviewing estimates, schedules, risks, revenue models, technical performance assumptions, operations and maintenance costs, and financial inputs. We analysed extensive documentation in a secure data room, as well as third-party reports, to identify risks, clarifications and impacts on investment scenarios. We also supported the client in engagement meetings, providing expert input and building lines of enquiry. Our findings were summarised in a clear narrative report, outlining risks, scenarios and recommendations to support informed investment decisions.

Strategy Advisory - ČEZ EDU II, Dukovany, Czechia
IPP Lead Consultants supported the client in assuring EPC contract returns for the planned Dukovany NPP project. Our team carried out a comprehensive review of supplier documentation and submissions, providing clear feedback on areas requiring clarification and negotiation. We assisted the client across project management, commercial, technical and operational themes, and supported them directly in supplier clarification meetings. Finally, we helped quantify residual risks and missing scope, enabling the client to complete a balanced evaluation and identify a preferred bidder with confidence.

Strategic Advisory - ČEZ SMR Development Programme, Czechia
At an early stage of the programme to develop a fleet of around 15 SMR units, IPP Lead Consultants helped the client shape the outline delivery strategy and provided both expert advice and team augmentation during initial vendor discussions. We led the development of a technical evaluation covering engineering maturity, licensing and safety case, organisational capability, supply chain readiness and delivery risk. We also supported the client in the evolution of Power Purchase Agreement (PPA) models with both the Czech State and the EU.

Tactical Delivery Support - HMNB Devonport Dockyard
IPP consultants provided programme management and controls expertise to support a portfolio of critical infrastructure works at Devonport Royal Dockyard. We developed credible baseline programmes for MoD contract engagement on two major programmes and prepared the Strategic Outline Business Case (SOBC) — including schedule, resource and risk artefacts — for a £500m, 10-year portfolio of works. In addition, we established a simplified reporting suite integrating schedule, cost, quality, resourcing and safety data, creating a model later adopted for wider PMO reporting.

Tactical Delivery Support - Nuclear Technology Services Provider (NTSP) – HMNB Clyde
IPP worked with a tier-one contractor to deliver PMO design, programme management and controls support across a portfolio of infrastructure projects at Clyde. Partnering with the Defence Infrastructure Organisation (DIO), we helped establish a secure PMO environment and supported the Outline Business Case (c. £800m) for a major infrastructure programme. We developed key programme controls and realistic schedules to keep critical works moving, while also creating a long-term improvement plan to align investment with strategic priorities.
